Version 1.3.0 of the WordPress Table of Contents plugin added an option to change the distance of vertical offset jump for mobile devices.

One a user clicks on a TOC item, the window scrolls to that item in the content. This setting affects the scroll.

To change it, head to Admin Dashboard → Table of Contents → Settings → Table of Contents tab â†’ General Settings section. 

Then, you can adjust the setting Jump vertical offset [px] (for mobile devices), in pixels.
