The WordPress File Manager plugin allows to secure your downloads with a password.

In order to download the password-protected file, the user will need to enter the password in the field above the "Download" button on the download page.

Any download can be protected by a unique password set by the author of the download (the user submitting the download). 

The author of the download enters a password to protect the download directly on the uploader or "New Download" form.
