Showing your download in a specific order other than ascending or descending can be achieved while using a plugin such as Simple Custom Post Order.
Another great solution is to install the custom taxonomy sort plugin. This plugin adds an order option to each of the terms in the Download taxonomy. As this is an old plugin, it may not work with all WordPress versions, but it is extremely helpful in ordering your WordPress File Manager plugin categories.
There are other newer replacements like Custom Taxonomy Order NE and Taxonomy Terms Order.
Once you order your post using this 3rd party plugin, you can then use any shortcode in WordPress File Manager plugin and add sort=manual to the shortcode.
