To enable the Magento 2 Shipping Restrictions extension, navigate to Stores → Settings → Configuration → CMINDS → Shipment Restriction.

To toggle the Extension functionality on set the Enabled option in the General Settings section to 'Yes', to toggle it off set it to 'No'.

Click the Save Config button to save the changes.
